Register for BIDThis project encompasses the construction of a new 854-bed Baltimore Therapeutic Treatment Center (BTTC) following the demolition of 27 obsolete buildings on the site. The BTTC will provide a full spectrum of care, including acute, sub-acute, and stabilization services, with a dedicated 228-bed unit for women in detention. Additionally, a separate 50-bed Deflection, Diversion, and Day Reporting Center will offer non-secure treatment options. The design prioritizes direct supervision and a normative environment, adhering to LEED Silver sustainability standards. Future expansion is accommodated through the planned incorporation of a parking garage. This Design-Bid-Build project requires General Contractors to possess a bonding capacity of $250 million to ensure successful completion of this significant investment in Maryland's justice and rehabilitation system.

Who is responsible for the BTTC project?
The Maryland Department of General Services is responsible for the development and Construction on behalf of The Maryland Department of Public Safety and Correctional Services (DPSCS) who will be responsible at the completion of the construction.
What is the primary goal of the BTTC?

Where is the BTTC located?
The BTTC will be located between East Eager and East Madison Streets in Baltimore City. It will be constructed on a 20-acre site, replacing the former Baltimore City Detention Center that was demolished in 2021.
