This project encompasses the construction of a new 854-bed Baltimore Therapeutic Treatment Center (BTTC) following the demolition of 27 obsolete buildings on the site. The BTTC will provide a full spectrum of care, including acute, sub-acute, and stabilization services, with a dedicated 228-bed unit for women in detention. Additionally, a separate 50-bed Deflection, Diversion, and Day Reporting Center will offer non-secure treatment options. The design prioritizes direct supervision and a normative environment, adhering to LEED Silver sustainability standards. Future expansion is accommodated through the planned incorporation of a parking garage. This Design-Bid-Build project requires General Contractors to possess a bonding capacity of $250 million to ensure successful completion of this significant investment in Maryland's justice and rehabilitation system.
